This could be as simple as the crust built up on the axle/wheel mounting flange preventing the drum from full 'insertion' if you will.

Attack it with a wire wheel and see what happens. Won't hurt...

When the key is in the "on" position, it primes the fuel rail pressure momentarily. Not continuously.
