For new rims right? And no that's a tiny difference. My rims are 71.3 and they're fine.

for wheel spacers. as far as i know the stock bore is 70.3

If those numbers are correct - You're only talking a .2mm change. That is only 0.00787402".

For reference - The average sheet of normal 20lb copier paper is 0.0038". So you would be talking about two sheets thick (aka - nothing).
