Default help me with my brakes they lock up bad

So i have a 2000 2wd ford ranger xlt/sport 3.0L.

My front brakes will lock up almost every time i try to stop on snow going straight. And once im slowing down and applying brakes whil turning they will lock up then to and my steering wheel becomes useless.

I did rear brakes a couple months ago do to them locking up do to a leaking wheel seal but thats fixed now. But they still dont seem to grab all that well for new shoes.

Now i did my front pads last day and it still locks up, they were pretty warn. I'm thinking ill need rotors soon to but they still have some life in them. The pins that the caliper bolt to were free moving and I didn't see a problem with them. So what am I looking at replacing? I'm tired of sliding around with no control. And this is on snow and ice

Could it be an abs issue? The sensors might be bad. I had similar symptoms on my '95 and that it turned out the abs sensors were bad. But Idk if you have 4 wheel abs or not.

They dont lock up till im past half on the brake peddle. If i ease on the brakes there good but if i go to hard illjust slide

Does it only do this in the snow? Or does it do it in other road conditions as well?

Only snow + ice atm, i dont have any gravel to try on yet do to the fact we got a foot of snow last week. Wet pavement and dry pavement it does good on no slipping

If it only does it on snow/ice and only when you hit the brakes hard it could just be the nature of the beast with having no front abs. Both my trucks have had 4 wheel abs, so I've never experienced driving without it. What condition are your front tires in? Do they have a decent amount of tread left?
