yeah, i thought about that too... and it could still be the culprit, but anyway:
i left the truck in the garage without the e-brake on, and it still did the short 'lock-up when wet' thing once the truck was moving & the brakes applied.

BUT, i never had the chance to try it when it froze outside (letting it sit without the e-brake applied overnight while freezing)

it could very well be it...

Okay so I just talked to a guy I know over at ford service, it seems this is quite a common thing among rangers. He said there isn't a permanent way to fix the cold sticking other than machining the rear drums. The only issue is he said it will work for a while but eventually the machined drums as they wear (he said 6 months) will end up doing the same thing. This all relates to moisture building up inside the drum and shoes. Also, if you park with the parking brake on overnight, this makes it worse, usually he said its made worse by this. Not a safety issue, though I must say it is a pain in the ass

I have disc brakes all around, and mine doesn't lock up when cold, but are definitely more "grabby"

My dad had a late 80's Ranger that was new and he had the same problem with the brakes and not long after he bought it and he took it to the dealership and they "supposedly" fixed it a few weeks after that the brakes locked up and he wound up flipping the truck...I have a 99 ranger and mine does the same thing but i drag the brakes going down the drive way it dosent do it as badly.

Do your calipers have phenolic pistons? I have had these lock up on me because after a few years the brake fluid causes them to swell up. Locked my brakes up tight. Had to replace calipers.

Mine does the same thing every morning going to school. When I stop at the end of the drive way they lock up. Ive got new drums, shoes, wheel cylinders, springs, master cylinder and brake booster. Never did it before the new parts were put on and it doesn't do it a half mile up the street.
