Floating calipers are a kind of brake caliper (fixed is the other one). With a floating caliper, the calipers move in and out relative to the rotor and have one or two pistons only on the inboard side of the rotor. This piston pushes the entire caliper when the brakes are applied, creating friction from the brake pads on both sides of the rotor.
If the caliper isn't being pushed in enough, the rotor can wobble and bounce around because there isn't constant complete contact with the rotors and pads. This is called a frozen caliper. Check your calipers and if they are floating, make sure the pads are coming in complete contact with the rotors. If not, that's most likely your problem and you either need new calipers or have them rebuilt.
