You could do any of various methods to lift it. Assuming you have front coils, you have a lot more options than us torsion 4x4 guys do. Or just don't turn your steering wheel.

u could probably squeeze them in there, but they're likely to rub.

the cheapest lift for your needs right now would be a body lift summit racing has them right now for $150.00. here's a link to them.
Summit SUM-7888300 - Summit® 7800000 Body Lift Kits - Overview - SummitRacing.com
there are other manufactures that make them a little cheaper. if your really interested in running those tires you could go that route then upgrade later.

I think some coils spacers and shackles would run about $100. get about 1" front and back or so...

That is the hard part. I used to see them on one site, but they do not carry them anymore. Lift & Lowering Kits by Springtech, Most Affordable systems anywhere - guaranteed! is where I saw them, maybe you can shoot them an email and see if the hvae any extras or know another supplier.

You need to know the diameter of the 31's you are looking to get.
A 30.5 will fit and not rub.
Just because the tire says 31x?x? does not necessarily mean it is 31 inches in diameter.
I bought a set of 4 30x10.5's a couple years back that rubbed, went to the manufactures web site and found the technical information, and those tires were actually 31.2" in diameter.

31s should fit no problem. If you actually have issues with 31s, then you probably rubbed occasionally with 30s, cause your only losing 1/2 of room to the fenders. Heck I've seen 33's run with nothing more than cranked torsion bars.
