Default center bore too big

i found 4 ranger rims on craigslist for $100, i was on a road trip and driving right through the guy's town anyway, so i stopped and picked them up. when i got home and put em on to test the fit, the center bore was too big. the last time i tried to buy rims the center bore was too small, and i'm still trying to sell them.
so can i make these fit? is there a spacer i can get? maybe have a machinist make a ring to fill the gap? what do you think? they didn't come with any kind of center cap either, so any information on that would be helpful too.
also, they look like nice aluminum rims, but there filthy from spending so much time outside. (because of that the tires are too dry-rotted to be driven on, and the beads won't hold air on 2 of them.) what's the best way to clean them up and get them looking nice? is there some chemical i can buy?

ranger's don't use the center hub to align the wheel. so if it's too big, that's not a problem. the tapered lugs is what aligns the wheel to the hub. so as long as they have tapered holes where the lug nuts go, you'll be fine.

really? thats perfect!
i have been hearing from everyone that the hub needs to bear the weight, and that the lugs are just there to hold the rim onto the hub. but if the hub doesn't need to touch than i'm all set!
i still wana clean them up though, and i'm gona need some new tires. i'm thinking 31's like what came on the rims. it's purely for looks at this point, i know from experience that i cant do much offroading. i'd love some BFG's or a similar A/T, but i'm open minded. any suggestions for a cheap 31 that will last a while and won't kill my fuel economy?
