I would keep on bleeding for a while, when I replaced the line going to the rear brakes I went through almost a quart before all the air came out.
Make sure to bleed right rear, left rear, right front and left front in that order.
Not saying there couldn't be air in the abs I would just waste some more brake fluid before moving on. There could be other things wrong also like the master cylinder might have taken a poop.
