My '97 looks different than your '99, but the idea still applies...
On my '97, worn out wheel bearings allow the front axle shaft to slop around a little bit too loosely. So, when you're turning a corner, the front axle bends at your CV-joint (or my U-joint), and that excess slop causes the axle shaft to go a little bit off-center in the hub. So the axle shaft splines almost (but not quite) start to mesh with the hub's matching splines. That's the clicking you're hearing. So check your wheel bearings on that side.
