With you having an 09 for sure you could possible rub a little with those tires since you sit an inch lower than 07 and older ranger. You may look into 98-07 stock keys (pre key mod) for the front and shackle or add a leaf for the rear if you do need a little more room.

Ah - seemed to me like the guy at 4WP was telling the OP that 33's won't clear suspension components on those wheels.
Details.

So getting leveling keys wouldn't make up for it being lower than a 2007

That's essentially what the pre-key mod is for you...however it utilizes Ford keys from the pre-08 Rangers.
1998-2007 4wd version = F57Z-5B328-B
Click: http://tascaparts.com/parts/index.cf...&siteid=213668
You can play with the year search using that part number, and you will see it appears for every model year Ranger from 1998 to 2007 - but doesn't appear for the 2008 and newer versions.

So being a daily driver and 60 mile round trip just want the aggressive look but a 31 or 32in would work without leveling first? And originally I was just going to level and get 15in rims with a 4.5in backspace but if I can go up a little on tires and out of the wheel well I just don't know what would be recommended.

If you wanted to keep it a little more practical and not so bad on mileage I would get a body lift and 32's with 3.75" to 4" backspacing. If you kept 16"'s that would be in the 265/75/16 range.
It would look good on an 09.
----------
Or no body lift, prekeys and shackles and 32's.

It depends on what you want. I ran 37x14.5s on a 3" body lift and Baja fenders and trimmed bed sides and never had a problem with clearance.

3" body lift and 32's sound good. What is a badass sounding exhaust for a 4.0 in your opinion

Yea I'm going to get the 15x8 in gloss black because I have the two tone gray on top and a black strip along the rockers
