Definitely take them off, you'll get a much better result.

Here's my little photo album of when I dipped the center portion of my wheels.

Clean them very well before you start, no need to do any other prep really. I did about 5 thin layers on each wheel. When you're done and you're pulling off where you masked with tape and paper, do it slowly and trace along with a utility knife. The dip will sometimes stick to your masking material.

^^X2...take them off to dip them. I used simple green, dish soap and a brush to clean them. Let them dry COMPLETELY before you spray. I took 3x5 cards and stuck them between the wheel and tire so I didnt have to mask anything. Your first coat should have about 50% coverage. Do a minimum of 3 up to 5 coats.

You really don't need to mask off the tires. After you clean the wheels VERY good with something like brake cleaner, let them dry, and spray away. I used close to a can on each wheel. Just take a nylon bristle brush to the tires, the dip will come right off them. My wheels were off the truck, and I let them sit for a few weeks before I put them on.
I ran them all last winter with zero problems.

On edit, pay close attention to the rim area when cleaning. The rim is the outside edge of the wheel, not the whole wheel, as in, people calling wheels, "rims".
