Yeah they occasionally send vehicles that are only overseas here to the states for the engineers to drive them around and work out little quirks. I've seen a friend post a focus RS before the ST came out and it also had a Michigan plate with an "M" in the center of it that stands for manufacturer.

It's common to see vehicles that aren't on the market yet being driven around, the majority in Michigan though.

The manner in which a test vehicle is handed to an employee of the company varies from case to case, company to company, etc. It's not limited to only being covered like that, having swirl marks to confuse the eyes, or just be out in plain sight for people to view.

Lol yep i learned about this a few years back and its pretty cool to know. I believe these vehicles with manufacturer plates are also VIN and emission exempt and thats why that truck was driving on the road like any ordinary vehicle.
