Default Stuck lower shock mount bolt (rear)

Hi everyone. well I'm changing out my rear shocks the one side went on no problem and the other side has been a pretty hard. I got the nut off of the top no problem and the nut off the bottom no problem. The problem is that I can't get bottom bolt out of the bushing. I got it out about 1/8 of an inch. it seems like the bolt may be bent. I can put vise grips on the head of the bolt and it will move pretty easy. I tried wiggling it out, hitting it like no tomorrow, and spraying it with litteraly everything, haha. I have my truck on car ramps, could it be there is still a load on the shock and that is pushing down on the bolt? That wouldn't make much sense to me because the other side came out no problem? Anyone have any suggestions?

If your truck is on ramps the shock won't come out easy
put jack stands on the frame then once the axle is dropped all the way down put a nother jack stand on the axle then take the bolt out

Just pull down/push up on the shock a little bit and see if the bolt gets loose at any point there. IF not, pull it out the 1/8" you got and cut the head off the bolt, then pound it through the other way.
