I recently replaced both front shocks and i noticed that one is working fine but the other didn't feel like it changed anything (still bouncy on that side) so i felt the shock, moved it around and i noticed that it could spin and the other couldn't (i had lost the bushings and washers for this side so i went to the hardware store and got replacements they looked exactly the same as the OEM hardware) but i felt on the top of the shock and the bushing was ripped up and the bottom bushing wasn't. also it was still spinable. almost like it was loose but the nut on top is tightened completely. I'm not sure how to fix it?

Any help is appreciated.
The shocks were off brand shocks from o'reilly's. gas charged heavy duty or something for 21.99ea. (I'm only 17 i have little money..)
