Shackles and hangers rusting out is normal just beacuase of the way they are designed. They trap mud, rocks, and trap moisture as a result.
Frame rust is a bit different though. I have some and the truck has been in PA with road salt a long time but not anything near what you describe.
Washing the under carriage is a very good idea. Just do it when it's above freezing so nothing gets locked in place because of ice.
