Default Coil spring bracket replacement

I went through 17 pages of previous threads and so I'll assume no one has asked this. I have to replace the passenger side coil spring/shock absorber bracket because rust & potholes destroyed the original.
Questions: 1. Can a person good with a torch cut the heads off the rivits? 2. Do I have to remove the spring or can I leave it in place. 3. If I have to remove it how do you get a 1 1/8 box wrench or socket onto that nut?

I'm Ron, 62, and try to do everything myself. Have a 92 Ranger XLT, 2.3 L 4 cylinder with 5 speed rear wheel drive.
