Default tightening shocks

I am installing rancho shocks. should I tighten them to specs while it's jacked up or on the ground? thanks

It shouldn't matter either way. If you are using new hardware, you might want to check the torque after driving it for a tank or two. Sometimes things need to settle a bit. I ran into some hardware that needed it after doing suspension work on mine.
