I'd be equally concerned about the areas around where the shocks mount, and the ears where the king pin attaches to the axle.
You don't mess around with steering. Those things can be replaced.
Is the rest of the frame in that kind of shape? If you have the ability to keep a donor vehicle around awhile, it might be a good idea to be looking for one. I've seen lots of ads in the Thrifty Nickel folks looking for a cheap donor
You probably should check your brake lines too, all the way around
