Default front lower control arm mount points asymetrical?

bit of a noob question, sorry

Ok so I was looking under a prospective 2001 Ranger today and paying extra attention to the front end since a quarter panel was clearly replaced. it looked to me like the rear frame attachment point for the driver's side lower control arm had been cut off and a new one welded in place. On the passenger side it was one piece but on the driver's side it was two pieces welded together above the bushing. That's not stock is it?
