No that is a strut which is a shock with a coil. There are coil over shocks to. But this is easier understood knowing the application being used.

Thanks for the responses! Does anyone know exactly what type of strut this is? I'd like to know if they're compatible with my 08' Ranger 4x4.

A shock with a coil is also a coilover, coil spring over shock is the true name of a coilover.

A strut works the same, but IDK of any strut that is adjustable like a coilover.

I think you're thinking of spring assist shocks

They are coil over shocks for 98-02 4wd ford rangers. I'm guessing the first part is date of manufacture. Actual part number is a091-t5 or something like. Refer to picture.
