Default new thread button

Why is this new thread button so difficult to find on the normal forums? I am unable to find it where I would like to post - it appears only once in a while.

I'm not sure why you believe it only appears once in a while, please provide specific details so I can help you.

BTW, some useful information can be found in my signature.
