I could make that thread mandatory reading, and I could make posting an introduction mandatory before being allowed to continue. However, there is no way I could force users to answer the questions I posted (without human intervention).
With that said, big time no. Although I would like people to introduce themselves I don't really care if they do. I do care however, that if they are going to take the time to post an introduction thread, that they take the time to post an actual introduction, which is why I created that thread. Since I've created that thread there has been a sharp decrease in mindless introductions.
Second, people register for different reasons, some come here just to respond to a classified ad, etc. By forcing them to post an introduction before posting anywhere else two things are going to happen:
1) Decrease in new members participating elsewhere
2) Increase in mindless meaningless introductions
Thirdly, we have a lot of new members registering everyday. If 100% of our members post introductions the daily new thread count would easily be doubled. If you think there are a lot of new introduction threads now, realize that currently we have about 20% of our members introducing themselves (intro threads / members), so forcing introductions will just turn this forum into a flood of introduction threads.
Regarding your last point, when was the last time you saw spam on this forum? Not an issue.
