Completely agree. I think the days of that kind of stuff are long gone. AC, power locks and windows, cruise control. All standard no longer options.

Ah, I see it now. In the first pic it's right under the curve of the AC line. I don't know it that is what it is, but my AC does drain somewhere in that vicinity.

Right now it just looks like surface rust to me. Clean it off, wire wheel, sanding disk, whatever works best. PAint it with POR15 or a similar good anti rust paint.
