I would say if the values change drastically with a new PCM then I would say for sure yes at minimum you would need a PCM.
But disconnecting the PCM during this test is not part of the diagnostic...

If a wire was shorted and not a circuit shorted in the PCM for example if you run test 5 again with both the pats and the PCM disconnected you would think the short would still be there with the PCM...

Have you tried to program the two Ford keys since you have charged the battery? I remember reading somewhere if the battery voltage gets too low the system can lose the programming for the keys.

the more expensive diagnostic tools can program the keys and should have some diagnostic test, yet keep in mind even this tool is expensive it is still a entry level tool and may leave you needing...

There is a lot more involved when it comes to having built in diagnostic test and programming features compared to just capturing codes.

I spoke with Autel technical support department, you can purchase a reasonably priced tool to just read the Pats Codes.
They have the MD 802 and MD 808 but neither of those diagnostic tools will...

My 2002 Ranger would disable the starter if I tried to use my spare key without the chip.
I looked through my Alldata subscription for the pin point test for no start no crank and let me tell you...
