Just wanted to update this thread that indeed they are swappable. I ordered one from a junk yard I found on car-parts.com for $19 plus s&h. Sure beats Ford's $409 price plus "programming."

You need to figure out which code it's throwing. Watch the light very closely at startup. The first set of consecutive blinks is your first number.

I think code 46 is bad driver's pretensioner....

You might want to check all your fuses. I'd start with the ones in the panel to the left of the steering wheel that is obscured by the door when it's shut.
