UPDATE: I JUST TRACKED DOWN MY VAC LEAK!
I had been spraying everywhere I could to find this with no luck, but I didn't try spraying UP into the hole where the EGR tube goes into the manifold....

Well, I replaced my upper intake manifold gaskets (and TB gasket) today, and it didn't fix it for me.
I have the whole gasket kit but I didn't have time to go past the fuel rail...that's a big can...

I was looking at how to do the upper intake gasket. Seems pretty straightforward, and like you did, there's plenty of "while you are at it" stuff that can be done.

I have the same exact same issue on my 96 4.0L. I have replaced the fuel filter, and also cleaned the plug harness at the MAP sensor with de-oxidiser. No improvements so far. I'm going to try the FPR...

I've concluded that the wiring in the control pods are integral to the horn working. There's most likely a way to get the horn working without the pods, but for now I've cosmetically remedied the...
