Roof mount and behind the grille are the common setup. For flood and long range lights, install them on the roof to avoid throwing shadows.

POr-15 is formulated to stop the rust. Chassis Saver is another good product and less pricey.

I would just be worried if those cheap ebay fender flares would fit flush. Bushwacker flares (http://4wheelonline.com/Bushwacker_Fender_Flares.3170) are expensive but you can be sure of the quality...

Bedliner is more tough than plastidip. If you prep well the surface correctly, bedliner paint will last for several years.
