Ok, cruise control is working fine again, it was the switch mounted on the master cylinder and it was holding pressure and by design would not allow the cruise to turn on.

Sorry, but the 4.0's do have the cam synchro but it is buried under the intake. I have one to replace on my 4.0 and have the part, just have to have the time to do it.
