There's a filter on the actual fuel pump itself in the tank is what the previous poster is talking about. With the age of your truck and being old gas this could be clogged causing these problems...

Since your fuel pump isn't kicking on then I would first check all connections going to it then if it isn't that then I'd try replacing the fuel pump...

Came out of a 99 explorer. I believe it has the teal colored temp screen. It is in excellent condition. It has the sunglasses holder. It has the bracket, screws for the bracket, and the temp sensor....

That's kind of what I had thought. Cleaning the bottom of the coils and the bracket has seemed to help for the time being. Thanks!
