P-1131 trouble code

Our 1999 ranger 2.5 can't pass the emissions test and shows a trouble code of P1131 -Anybody got any ideas other than taking it to a dealer and getting ripped--Thanks in advance Rich

That lil ranger is actually my second -it is a 2000 2.5 4cyl-5 speed that I haul our ATV around behind our MH-I made the flat bed which has a winch to pull the ATV's up the ramps then I can drive...

The cruise control buttons on the right read- set-resume-coast-broke so I ordered a new one 80 bucks from dealer (OUCH) but after I disconnected the battery I put the neg & pos wire on bat together...
