Your reference circuit may be shorted. Check one of the 3 wire sensors (TPS is easy) and you should have 5 volts on atleast 1 of them. If not, you may have a shorted sensor somewhere pulling the 5V...

Hz is frequency. This is duty cycle controlled. You can change the duty cycle of a pulsed signal, but it doesn't change the frequency. You're changing the amount of time it's conducting current...
