Light green/red isn't fused though, it's just running to the instrument cluster.

Yes. Stays on. Like I said, fuses are good, visually and have continuity.
Except for the damn fusible links.

Well, no help but I figured I'd update anyways. I'm just going to rewire the whole deal. I suspect one of the fusible links may have failed, since there is no continuity. Cut them out to inspect....
