If I used head/taillight vinyl tint on my polished aluminum wheels would the result look hyper black/mirror black?(don't exactly know the name for it)

If not is there any cheap DIY way to get the...

It's broken at an angle that will not allow duct tape to seal it...I know it sounds strange right? A Job that duct tape can't do?!
