I think the plastic flange is a dust cover.
If it was there from the factory, why would you question whether it should remain in place when replacing the pulley?

It never ceases to amaze me the sheer number of gas mileage threads on this board.
That having been said, my 3.0 Auto 2wd gets 16 around town, and on road trips 20-21 is the norm.

I'm on my 2nd one.
First was a '96 I bought new.
My current one is an '03 I bought used in 2011.
I still miss the old '96 though. Mocha Frost Metallic.

I use a pallet that is flipped upside down with the center boards removed. Cradles the bags nicely.
Fits perfectly between the wheel wells, and since I have a rubber mat it doesn't move.
I like 4...

Just get a good used or rebuilt short block and an oil pan.
I don't understand why you guys are getting into arguments over the compatibility of fuel rails, injectors, the ECU etc. when all he needs...

A '94 4cyl with manual should be getting around 25 mpg highway. That is what my similarly equipped '96 would do.

Those are sleeves to place over the connecting rod bolts, so when you insert the pistons into the block you don't risk the bolts scratching the crankshaft journals.
Rubber hose works as well.

Like chrome myself. Factory installed chrome, not add on crap from the local Wal-Mart.
Really not a fan of the blacked out look myself, but whatever, if that's what someone wants that's fine.

Never owned one. Rode in a few as a kid.
But having been built from 1938–2003, with 21,529,464 having been built. It's a top contender.
