When you replace the brakes, replace the wheel cylinders. They're cheap and then you can forget about the rear brakes for 100,000 miles.

My concern would be the flap falling part way down and getting lodged. Then it may interfere with pumping fuel into the tank. I would replace it while the repair is cheap and easy.
