Unhappy de-chrome plastic wheel hubs

My 1994 Splash has chrome wheels which look fine but the screwed on covers, which are heavy plastic with chrome plating are peeling.

I'm sure bushes and new shocks would help but I still think the root cause is the spring rebound rate that are based on truck/commercial/hauling usage.

Snooping around Goodwill I found a licence plate surround with "Ranger" at the top and "Still Building Legends...one at a Time" in heavy chrome with the protective film still on the wording!

I should have saved my strength. "Exhaust system" is covered in less than half a page with no illustrations, pitiful.
