Rear e-brake cable question

Hi,

Is there anything wrong with how this looks? This is my 91 Ranger reg cab. e-brake cable under the side of the box behind the driver's cab.

My e-brake doesn't hold my truck on a light...

From this angle it kind of looks like it's supposed to be like that? But it looks like it was bashed down on the rear diff. and the rear part of the pipe got pulled out of the hanger.

I used the Canadian Tire spray in bedliner. Cheap thin stuff. If you prep well it sticks great. In some areas that had a bit of greese it came up after about 6 months and flakes in the car wash.
