My first Ranger was a '92 XLT and it didn't have power windows, locks, cruise or tilt. As I remember XLT gave you carpet, a bit of chrome and upgraded wheels.

Take your truck to a detail shop and ask their opinion and get a quote. A good shop will be able to make quite a difference if they aren't too bad off. Probably cheaper than having them redone.
