try cleaning the battery posts, battery cables and ground really good. sounds like you got enough connection to turn on headlights but not enough to start it, just my two cents..

I cant think of any sensor, If a sensor went bad youd get a check engine light or it would run choppy or similar, i wouldnt think it would prevent you from starting,Seems to me like a carb rebuild is...
