Does a 2001 Ranger 3.0 have a rev limiter?

I went to the shop after temp gauge was going up/ down. There was "NO" water/ coolant in the engine. So they replaced water pump/thermostat/radiator ..... 2 weeks later it started over heating again...

timing cover hole

Front end noise
I have a noise coming from the front of my truck. I hear it at low speeds usually. Sounds like a worn out spring. I also hear it backing out of the driveway. I have new front shocks and my bushings...

I own a 2001 3.0 v-6 with over 199,000. I just had to replace the water pump, thermostat, and radiator. Truck runs very good! My mechanic said there is still alot of compression and motor is running...
