It looks like the wiring is just going out the bottom of the loom a little before the end of it.

I don’t know for sure but I had similar issue and I replaced transceiver and pcm and reprogrammed keys with forscan.

Yes. They both need washers. They are very thin so when you remove them they are hard to see cuz they are stuck to the tensioner

I just did this to mine. The gap does line up with the key way. It must have turned the crank a little when you put the balancer on.
