I thought of a way to plug the holes between the runners. The holes appear to be about 7/16 in diameter. So I was thinking of getting a piece of 7/16 aluminum rod and fitting it in there. Hopefully...

I found more information about these swirl valve/imrc. Apparently in the UK they had major issues with them on the 1.8 and 2.0L Duratec engines. By late 2002 they had fixed the problem....
