Ok I'm very sorry for all the posts! I was sort of hoping to be able to document the steps I took to troubleshoot the issue, and I was finally able to get the truck to start.

Thanks for your comment. Where exactly should I place the meter leads? I had 1 lead on the thick red wire connecting to the starter, 2nd lead was on the frame nearby. I had 12vdc like that, then...

Could it be a bad rebuilt starter?

I see the ground wire from the battery to the frame, it looks pretty solid. I'll look for a wire from the frame to the engine block in the morning.

Ok, had a long day today but I was finally able to get time to swap out the starter. (They had me on the computer so i was able to get a free replacement).

You guys are awesome, thanks. I am pretty sure the starter is the issue, and I thank you guys for your confirmation.

Through Advance Auto, I believe the starter has a limited lifetime warranty...

Went to the junkyard and got a new factory radio from a Mountaineer, put that in my Ranger and it works great! Burning a CD right now to make sure that works.

Also got a ton of instrument cluster...
