You are fortunate to have a dealer with reasonable prices nearby. Our local Ford dealer seems to use a "list plus 30%" pricing scheme, so they are the absolute last place I would try to buy parts....

If it is house paint it should be latex paint - a paint remover like Oops or Goo-Gone will likely remove all or most of the paint without hurting the factory finish as long as you don't scrape it...

For what it's worth, the passenger seat in my old '86 Supercab went a heck of a lot further forward for access to the rear than my '08 Supercab does (neither are four-door). Seems like a step...

It could also be a vacuum leak in your climate control circuit. It will be harder to do with the engine revved up, but turn your selector to defrost and see if you hear a "hissing" vacuum leak...
