You want the Jack stands under the axle after you take the tires off. (The jack stands will act like the tires. Then jack the hitch up to relieve the pressure on the shackle. If the axle comes off the jack stands you lifted it too high

It doesn't matter. But lowest is best. Lowest setting on the jack stand
