I take a ratchet and spun it out it only has about an 1" or so of threads

You probably have about 2-3" left you have probably just pulled the end into the shackle bushing

Try playing with the jack to get the bolt straight and try wiggling it out or pry the spring end down

Ok so it looks like I have the jack a little too high. So if I lower it to level the bolt should just come out?

Just go down or just whatever way takes the pressure off the bolt. You can also take pliers and wiggle/pull until it comes out

Tried adjusting the jack and no change. So do I just keep using the ratchet on it?

Now I can't get the bottom bolt on the passenger side. I got it on drivers.

It should make it easier to wiggle out you just have to find that sweet spot

Jaden...these are all the tools I had to use to change a set of springs. A hammer, pipe, crowbar, and pliers will be your best friend. I'm not sure how similar the shackle is on a Ranger but a nail punch might help too. Just keep at it and you'll get there.
