Fuel filter problems

This weekend I tried for several hours to remove the fuel filter off of my 95 ranger and I was unsuccessful. I was able to remove one fuel line off the filter, but on the flow side, I could not get the little metal part to come off. I bought the quick disconnect plastic tool that was supposed to help and go underneath the metal ring, and it went inside it, but it did nothing to slide it off or out of the filter. It didn't work.

I could spin the filter around freely, but it would not come off the line at all.

Is it just so old its stuck? Or what should I do to get it off the line?

Thanks.
