84 Ford Ranger running poorly

Hey guys,

I have a 84 ranger 2.3L that I recently picked up for cheap. Its pretty clean but doesn't run very well. When its cold, it fires right up and until the high idle kicks off than it idles really poorly and usually dies. I took it for a test drive and it has very little power. So i think it maybe a timing issue? When I checked my manual it says there should be a plastic shroud for timing, but the shroud is completely gone on this truck. So there isn't any reference to check the timing. How should I go about checking the timing without this shroud? Timing light? Thanks for your help.

Well I was going to do that next, but since the shroud for the timing belt is missing. I think the timing has been messed with. So I wanted to make sure timing is good first than go to VAC leaks.
