Can always look at the JY for something to switch with. Other than that there will be others chiming in shortly with the right adhesion promoters and paint to use...I think it was a Krylon Fusion for plastic...

Are you after a smooth Edge model finish like pictured below? Truck pictured below used to have grey textured valence and flares. Using a real paint gun, a couple coats of an adhesion promoter was spray followed by several layers of high-build primer, then sanded smooth. Then on went the color. Tack clothes and prep wash was used between coats I believe. The reason for spraying a ton of primer is that when you sand the valence to make it smooth, it actually gets "fuzzy" and isn't too good when trying to spray ontop of it. Results are a aweful finish. You said you've got a grey bumper and I only assume you've got an '03 because of your screenname(MAKE A SIG!!!), process is about the same if youv'e got a painted upper metal bumper already. If you've got chrome, I suggest getting a paintable bumper, then painting that.
