Fan clutch/electric fan

I was wondering A how do I tell if my fan clutch is bad? And B if I wanted to replace my mechanical fan with an electric fan what is the best type and brand to go with?

Ok so I have the same amount of resistance on the fan when cold as I do hot, but it still turns somewhat freely, but still tight.
